Government funded initiative-FREE Worcester combi boilers

We have sent a letter to the properties we manage who have tenants who are on housing benefits with a summary of the scheme and an application form from the government funded company that is offering this. All the tenants have to do is fill the application form out and send it back to the company. In our 6 month and annual reviews, we will be bring this scheme up as well to make sure the tenants follow through with this.
It sounds too good to be true, how does someone qualify for this scheme?
If someone is entitled to receive benefits then they may be entitled to government grants to improve the insulation and heating system within their rented property. The scheme we are looking to role out provides heating and insulation improvements to households on certain income-related benefits living in properties that are poorly insulated and/ or do not have a working central heating system.
Qualifying households can get improvements worth up to £3,500 (£6,000 where oil central heating and other alternative technologies are recommended). Eligible customers are those awarded:
Pension credit or:
Income-related Employment and Support Allowance that includes a work-related activity or support component (this includes contribution based ESA customers in the support group who get an income related top up because they automatically qualify for the enhanced disability premium payable with income related ESA)
And those awarded:
Income support or;
Income based Jobseeker`s Allowance, or
Income- related Employment and Support Allowance in the assessement phase (first 13 weeks of the claim).
Who must also have one of the following:
A pensioner premium or;
A disability or severe disability premium or;
An aware of child tax credit that also includes an element for a disabled, or severely disabled child or young person, or;
A child under the age of five living with them.
In addition to the qualifying list above, the property they live in must also be poorly insulated and/or not have a working central heating system.

How long does the process take?
The process takes 6 months in total from start to finish.
Have you had any success with this scheme?
We tried the process out on one of the properties that we own (5 Benson Terrace NE10 9NS) and it worked- a free Worcester Combi Boiler!
Can you just not fill out the application rather than sending it to the tenant?
The tenant must fill out the application and they must sign it. We have posted out the applications and logged calls to the tenant(s) and we will be going over this scheme every time we have a property visit so we are doing everything we can to make sure that the tenant fills out the application form.
Whats the catch?
There isnt one! The government funded initiative has set criteria and as long as your tenant(s) meet this criteria the work will be done.
What are your thoughts on the boilers?
We enquired about the scheme 1 year ago but the boilers the scheme were putting in were IDEAL boilers so we decided not to follow up this scheme. Anyone who has one of these boilers will know that they are more trouble than they are worth and will understand our hesitation. The Worcester boilers on the other hand are a really robust combi boiler and come with a 1 year parts and labour guarantee.
